I am requesting public records related to the legal designation, traffic-control authority, and permitted vehicle use for the far-right lane on Aurora Ave N / SR 99 (northbound) at N 165th St in Shoreline, WA. The lane is signed “RIGHT LANE MUST TURN RIGHT” with an “Except Buses” exception.

Please provide any records showing whether this lane is designated as a BAT lane, bus-only lane, transit-only lane, HOV lane, or another preferential-use lane, including but not limited to:

  • traffic engineer orders or determinations;
  • WSDOT approvals or coordination records;
  • signing and striping plans;
  • channelization plans;
  • as-built plans;
  • BAT lane or transit-priority lane designation records;
  • sign installation records, work orders, or maintenance records;
  • any ordinances, resolutions, policies, or other records identifying the legal authority for the lane restriction and bus exception;
  • any records identifying which vehicle classes, other than buses, are authorized to proceed straight through the intersection from that lane.

For context, I am trying to determine the legal basis for the posted “RIGHT LANE MUST TURN RIGHT / Except Buses” lane restriction and whether any non-bus vehicles, including marked law-enforcement vehicles, are authorized to proceed straight through from that lane.

Please include records held by the City of Shoreline or records involving coordination with WSDOT, King County Metro, or other agencies regarding this lane.

  5. all CAD, dispatch, radio, AVL/GPS, vehicle assignment, call, or incident records for the involved vehicle during the relevant time window on May 25, 2026, to the extent not previously produced (in P178761-061026);
  6. any final finding letter, closure memo, supervisory approval, legal review, or policy review concerning IIU2026-102.
